financing options to benefit downtown. City staff is recommending a
combination of options that include urban renewal, property tax exemptions,
and reduced permit fees.City staff and Portland consultant, Charles Kupper, will join the Friends of
Eugene to explain their proposals, answer questions, and listen to our
